Mission Statement (Municipal Court)
Mission Statement

As with the other 252 Municipal Courts in the State of Wisconsin, the City of Two Rivers Municipal Court was statutorily created and is governed by the statutes of our State. The City of Two Rivers Municipal Court has exclusive jurisdiction over ordinance violations that occur within the City. This Court impartially adjudicates ordinance violations consistently and in such a manner as to safeguard the legal rights of individuals and to protect the public interests of the residents of the City of Two Rivers.

Summary of Objectives

In order to achieve its mission, the Two Rivers Municipal Court strives to achieve the following objectives:

1.        Enhance public safety.
The Municipal court utilizes its sentencing powers to create conditions that will encourage legal behavior and make defendants less likely to become repeat offenders. The Municipal Court places a great deal of emphasis, especially on juveniles, on ensuring there is an appreciation of consequences associated with ordinance violations.

2.        Expeditious, fair and consistent adjudication of cases. The Municipal Court strives to:
a.        Process cases according to an established time standard
b.        Pay individual attention to each case and judge it on its own merit
c.        Make clear, consistent, and understandable decisions
d.        Maintain the integrity and respect due the institution of a Municipal Court

3.        Maintain accessibility of the Court to the public.
a.        Centrally located in downtown Two Rivers in the City Hall
b.        Hours and scheduling of initial appearances, pre-trial conferences, and trials are timely
c.        Openness, predictability and clarity of court proceedings and procedures

4.        Effective enforcement of court judgments.
a.        Utilize an Accounts Receivable program for tracking due dates of fines
b.        Setting up reasonable payment plans on an individual, case-by-case basis
c.        Ability to suspend driving privileges on unpaid fines
d.        Issuance of Writs of Commitments or Warrants
e.        Intercept tax refunds through the Wisconsin Department of Revenue’s “Tax Refund Intercept Program” (TRIP).

5.        Utilize special resources for young offenders.
a.        Provide first time offenders of Underage Drinking violations the “Alcohol Education and Awareness Program” (A.E.A.P.)
b.        Provide first time offenders of certain other kinds of ordinance violations the “Second Chance” program
c.        Provide first time offenders of traffic violations the Traffic Safety and Points Reduction class
d.        Provide young offenders with the opportunity to do Community Service to pay off their fine. [New in fall of 2008]

6.        Accountability for public resources.
a.        Use budgeted funds only for the purposes within its mission and authority
b.        Maintain an accounting system for money collected and disbursed
c.        Inform the Chief of Police, City Manager, and the City Council of any changes or issues which may effect the operation of the Municipal Court, the bond schedule, or the City’s Municipal Ordinance Code.

Public Education (Programs)

The Public Education Committee continues to be the steering mechanism behind our education efforts. The committee was formed several years ago with the charge to promote educational activities which would better prepare citizens in the event of an emergency. Today, more emphasis is placed on being proactive versus reactive. The goals continue to be preventing fire and medical emergencies before they happen. However, if an unfortunate accident occurs we want our citizens prepared to take proper action. These actions, when correctly performed, will reduce the possibility of injury, life safety and property damage. It is our responsibility to teach people, young and old, about the effects of fire. The following sections detail the many ways we attempt to reach our goals.

Pre-school Educational Programs/Friendly Fire Fighter

This educational approach teaches the young children about fire fighters and fire safety. The presentation consists of putting on a "Friendly Fire Fighter" demonstration, where the fire fighter dons his full turn out gear and explains all the clothing and equipment that is used. Throughout the program, we constantly reinforce the fact to the children that we are still a friend, even though we may look a lot different and may even look frightening. The emphasis behind this presentation is to show the children what a fire fighter looks like when they go into a fire situation. We stress the idea that fire fighters are always there to help them and that they should never hide or be afraid of the fire fighter.

Grade School Education Program

Our grade school education program centers on children in grades 1 through 4 in both public and parochial schools. Every year we develop a program that focuses on the theme from the National Fire Protection Association. This program teaches children on fire safety through the use of props and activities. We are able to introduce new ideas to the children each year because the theme changes annually.

Fire Safety Calendar

The Fire Safety Calendar is created by students in grades 2-5, by drawing pictures pertaining to fire safety messages, i.e., do not play with matches, stop, drop, and roll, dial 911 in an emergency. Once the drawings are completed, 12 of them are picked for the calendar. Photos of the twelve lucky students are obtained, added with their drawing and used to make the cover of the calendar. The completed calendars are then presented to the twelve lucky winners, their families, and their teachers. The calendars are also available to the public.

Scout Safety Classes

Scout groups are taught basic first aid to help them in the event of an injury or sickness. The groups learn through hands on activities. The children learn how to stop/control bleeding, splint fractures, CPR, hypothermia/hyperthermia treatment, and also what to do if a person is in shock.

Senior Citizen Programs

We reach out to the senior citizens throughout the year through a number of different programs. We educate them on EDITH (Exit Drills In The Home), smoke detectors (HECTOR Detector-Helping Elderly Citizens Test Out of Reach smoke detectors), carbon monoxide detectors, portable heater safety, smoking safety, cooking safety, trip hazards and stop, drop and roll (or alternate methods of extinguishing a fire when clothing catches on fire).

Senior Health Fair

The senior health fair is a program where many businesses/organizations set up booths to hand out information to senior citizens about there company. The fire department hands out information on fire safety and injury prevention. Fire department is also there to answer any questions the senior citizen may have.

Citizen Academy (Programs)
The City of Two Rivers hosts a Citizen Academy yearly for Two Rivers residents. Personnel from the Fire Department, Police Department, Recreation Department, Utilities Department, Finance Department, and City Government present an eleven week program for up to fourteen local citizens. The program has three main goals: to afford the participant the experience and exposure to some of the “inside workings” of city departments, thus providing them a working knowledge of our management, operations, and procedures. It also provides participants a unique opportunity to learn about who we are and what we do, hopefully enabling them to strengthen their community support and involvement. Additionally, it allows city departments to learn from the participants their perspectives, observations, and personal experiences which can serve as valuable resources for shaping the future of city government.

Classes are held in the Fall of the year on Tuesday evenings from 6:00 p.m. to 9:00 p.m. This year the Fire Department participates in weeks 2, 3, and 4 of the program. September 7, 14, and 21. In week 2, academy participants are presented with fire orientation and recruit training. They perform practical skills of hose-line deployment, ladder use, and search and rescue operations while completely outfitted in firefighter turnout gear. Week 3 focuses on Emergency Medical Services with hands on skills such as, extricating a victim from a vehicle using the “Jaws-of-life”, patient treatment and transportation in the ambulance, and practicing advanced life support skills, i.e. IV therapy, intubation procedures, and cardiac monitoring. A simulated fire scenario concludes the fire portion of the program in week 4. Participants are assigned roles and actually respond to a simulated structure fire where they utilize the skills learned in week 2.

To conclude the program, participants, volunteer instructors, and Academy Alumni are invited to a graduation banquet in the eleventh week. The graduation includes a dinner and program that consists of a media presentation, awards, and an opportunity for the participants to reflect on their experiences. At the banquet, the Fire Department presents awards to those individuals who excelled in the program.

The City of Two Rivers Fire Department provides fire extinguisher training
to the general public. Fire fighters provide numerous classes to
various groups throughout the City. Groups include industries, businesses,
school faculties and the general public. There is no charge for the
program, but there is a cost for the use of fire department fire extinguishers.

Participants are educated on the different types of extinguishers and
the different classes of fire that they may encounter. We stress
the safety aspects of using the right type of extinguisher for the right
fire. We stress that one extinguisher is not compatible for every
type of fire.

Students participating in the class utilize a hands on approach and
demonstrate the ability to use a pressurized water extinguisher.
The students put out a fire with the PASS technique. Pass is
the acronym for Pull the pin, Aim low, Squeeze the lever and
Sweep at the base of the fire. These classes are conducted using fire (Propane in a tin pan) in a controlled setting and then extinguishing the fire with
a multi-purpose dry chemical extinguisher.

Utility Billing (Customer Service)
Responsible for generating and maintaining the records for the utility. Electric, water and sewer.
The City of Two Rivers Fire Department offers American Heart Association First Aid classes. The purpose of the First Aid class is to teach rescuers the knowledge and skills they need to recognize emergencies, and how to give first aid until the rescue squad arrives. This course meets OSHA’s first aid requirements. For more information you can call 793-5521.
Assessment Office (City Assessor's Office)
This office is responsible for valuing all property within the City for property tax purposes except manufacturing facilities. The work in this office revolves around a yearly cycle. In September the department starts the preliminary work for real estate and personal property assessments. By January the office is busy processing the Personal Property Statements returned by the local businesses. From March through May the Assessor is reviewing property assessment changes which have to be completed by the time the Board of Review meets in May. The months of June, July and August are usually devoted to mapping, projects and reorganizing the office. In order to accomplish its valuation tasks, the department maintains a complete set of property ownership maps and individual information cards for each of the 5,000 plus real estate parcels in the City. All real estate transfers showing ownership changes are processed by the department on a monthly basis. Because it possesses this large data base, the department serves as an invaluable information resource for all matters pertaining to real estate and its value.
Station Tours (Fire)
The City of Two Rivers Fire Department offers an open invitation to individuals to tour our facility. Tours are usually conducted by appointment during normal business hours. The Fire Fighters give station tours to many different groups of people. The tours range from a five minute look at our apparatus, to tours that take the group throughout the entire station. Kids can see Fire Fighters dress up in their fire fighting gear, and at times can even watch fire fighters cook meals. If children are interested in a tour an adult must accompany them.
