McGruff House Program ( Police Department)

The Two Rivers Police Department working together with the Crime Prevention Committee are looking for residents interested in becoming a "McGruff House."

The McGruff House Program is a local partnership among the Two Rivers Police Department, local schools, parent/teacher organizations, and the community. McGruff House is a resource for children who find themselves in emergency or frightening situations, such as being bullied, followed, or hurt. The program relies on participants who display the McGruff House sign in their windows 24 hours a day and are generally available to children in the area. McGruff House participants make emergency phone calls for children in trouble and watch out for neighborhood children as they go to and from school as well as when they are playing in the neighborhood.

Neighborhood Watch Program ( Police Department)

The Two Rivers Police Department and TRIAD are looking for members for the New Neighborhood Watch Program. The program is being rejuvenated and we need your support and help.

Neighborhood Watch is a crime prevention program which requires the active participation of citizens in cooperation with their police department to reduce crime in their neighborhood.

It involves neighbors working together in a program of mutual assistance, that is neighbors looking out for each other.

It is the responsibility of watchers to report anything suspicious to the police (686-7200 or 911 in an emergency). The collective eyes and ears of the residents living in your neighborhood can become a very powerful tool in preventing crime in YOUR neighborhood.

TRIAD Committee ( Police Department)

In 1992, TRIAD was started in Two Rivers to meet the concerns and needs of our senior population. The Two Rivers chapter of TRIAD was one of the charter organizations in Wisconsin. The concept of TRIAD is to have law enforcement and seniors working together to make our community a safe and secure place to live. TRIAD is not an acronym; it simply represents a group of three, with the three main components of our organization being, the senior population of our community, law enforcement, and the service providers of our community. TRIAD is a non-profit organization made up of volunteer participants.

Although TRIAD was started here in 1992, TRIAD is not a new concept and there are many TRIAD organizations throughout the United States. Triad’s purpose focuses on creating partnerships to address the issues that affect older citizens. Our goal is to increase the safety and security of our community by a reduction in the criminal victimization of the elderly. We accomplish this through education and by empowering seniors to find solutions through programs and activities or by utilizing the support of the various resources and agencies in the community.

Your local TRIAD has been involved and benefited the community in a number of ways. TRIAD has sponsored several conferences and meetings, including the 2006 State Conference and the local City Council Candidate Forums. TRIAD has sponsored and coordinated the enforcement of the Two Rivers house numbering Ordinance, sponsors the Neighborhood Watch Program, sponsors the Senior Emergency Car Kit Program, and created and continues to sponsor the Victim Assistance Program. TRIAD of Two Rivers is also involved in many local events such as Two Rivers Community Care Day, the Senior Health Fair, and the Manitowoc County Crime Prevention Day.


TRIAD meetings are held the third Tuesday of each month at 9:00 AM at the Two Rivers Police Department and the public and/or prospective members are invited!

Emergency Beacon Lights - TRIAD ( Police Department)

For many years the Two Rivers TRIAD Committee has offered these life saving devices. What is it? The Emergency Beacon Light is a simple replacement bulb that fits in any standard bulb socket. The difference with this light bulb from a standard bulb is that with a simple flip of a switch, this light will flash on and off automatically. When placed in a conspicuous place, such as in a front porch light, it can alert nieghbors to an emergency or help emergency responders to quickly find your home. This Beacon has been very popular among the senior community but is useful for people of all ages when faced with an emergency.

Emergency Beacon Lights are available at the Two Rivers Police Department for $12.00 (as compared to retail prices as much as $20.00). The Two Rivers Crime Prevention Committee (TRCPC) is continually working on crime prevention initiatives. The purpose of the committee is to bring the citizens of Two Rivers updated information, facts and safety tips in hopes to reduce crime and enhance the quality of life in our community. So be aware of your and your neighbor’s surroundings and call the Two Rivers Police if you see anything suspicious.

The TRCPC in conjunction with the Police Department work together on many projects and events including:
•        Project Safe Child – a photo is taken of your child and materials are provided to parents to safe keep DNA and personal information in the event your child would go missing. The project takes place at local schools and during certain community events.
•        Community Care Day – TRCPC’s annual fundraiser in early August where citizens get the opportunity to dunk their favorite officer or other local celebrity in the dunk tank. Handouts on crime prevention are also available.
•        National Night Out – an annual event in early August where the TRCPC encourages citizens to have block parties, be out in their neighborhood and have their porch lights on to show unity against criminal activity. The event kicks off at a local park with many fun activities, music and displays from many local public safety agencies.
•        Christmas Fantasy Parade – TRCPC enters a float in the parade to raise awareness for crime prevention. The committee also sponsors a coloring contest for Pre K – 4th grade children where winners get to ride in one of the parade police cars or ride on the float.
•        Ethnic Fest – food and refreshments are available for purchase at the police department’s command post with the proceeds helping fund the work of the committee.
•        Scholarship Program – a $250 scholarship is awarded annually to a Manitowoc County resident who is pursuing a degree in a law enforcement related field. See our Scholarship Award Program in "Forms & Documents" Link below.

These projects help benefit our community and Police Dept. We are always looking for new members and urge residents to consider joining our group or attending our next meeting as a guest. The TRCPC meets the 4th Thursday of the month at the Police Dept. at 7 P.M.

“Reducing Crime Through Citizen Involvement”

Bicycle Patrol ( Police Department)

The most recent trend of police patrolling on bicycles began in the mid 1980's. As this method of patrol increasingly proved to be an effective way of policing in other communities, it was also adopted by the Two Rivers Police Department. The Two Rivers bicycle patrol program began in Two Rivers in 1992. The team started with two Schwinn mountain bikes and other related equipment, a great deal of which was donated by community civic organizations and businesses.

The Two Rivers Bike Patrol Team is made up of several volunteer officers who patrol on mountain bikes for 4 hours of an 8 hour shift. These officers are trained in basic riding skills, conducting traffic stops on the bike, apprehension techniques, and proper riding attire and equipment adjustments.

Goals of the bike patrol program include increasing informal police/citizen contacts, decrease problems in troubled areas and to enhance bicycle safety through education. The informal contacts allow police officers and citizens to pass on information directly. These contacts also allow officer and citizen to meet and get to know each other.

Special assignments given to members of the team include patrolling parks and playgrounds, parade patrol, car shows, July 4th celebration, Ethnic Fest, Apple Fest, Bike Rodeo, and bicycle safety education in the schools.

Other objectives of the bike patrol are efficient building security procedures and improving public relations.
